Saving a public video for personal use is generally low risk, but the creator keeps the copyright. Ask for permission before you repost it or use it commercially.

On Android and computers, files go to your Downloads folder. On iPhone, Safari saves them to Files › Downloads; from there tap Share → Save Video to move them to Photos.
